It operates on three levels: SEE (reading six market signals including customer behavior, talent movement, capital flow, and disruption patterns), INTERPRET (running those signals through six diagnostic questions, with four of six required to trigger action), and ACT (evaluating the scale, speed, and reversibility of the response).
